For that kind of budget, you’ll be looking at very small models, with only a few options. Be sure to invest well in a good brand, since many lesser known companies may used defective parts that would need replacing, and increasing the cost. 3D hubs offers a great list of nearly all printers available on the market. Its reviews might help you choose. If you are a thinker and have good dexterity, I would suggest you a DIY kit. We are far from the plug-n-play printer, but it comes at a better price.

The best inexpensive printer is a much more expensive printer on the used market.

You can find very good deals on the Afinia/Up! machines. There are also some good Makerbots for reasonable prices.

When in doubt, check out Make Magazine. They do a pretty good annual review.

It is a rebranded variant of the Wanhao Duplicator i3, which itself is a variant of the RepRap Prusa i3. It is a fully assembled (well, nearly, you need to put in 6 screws). It has a large build size 200x200x180, a heated bed, a solid metal frame and (theoretically) can print most any filament.
