Lately, I have been getting orders from Canada, but I am in the US.
It seems shipping a 4 inch part looks to be about $21.00.
1. Does this seem right?
2. How do I best serve the customer?
You could tell them the shipping cost and see if they still want it printed. They also might not have noticed you weren’t in canada

Shipping to Canada for items under $150 now starts at about $10, $21 does not seem out of line. It does seem to include any customs fees now, so I have found that Canadians generally like this better because it is predictable.
first thing to know is the Canadian federal mail ( the Canada Post) will be on strike,on july 2016 until resolved , so you might want to import it personally
the next thing i do not want you to be confused with the exchange rates, of course your american so you have an advantage, especially if you use personal exemptions at the border, as far as i understand there is no other problem
