1. Would like to learn if my old STEP file can be modified. If so, I would like to have a 3D print made from the modified file.

Do you know if the step file is solid or surfaces? If it’s a solid model we can help modify your file and print it. What are the approximate dimensions?

Since it is not a solid I must conclude it is surfaces. The approximate dimensions are 4-1/2" wide by 5" long by 2" high.

What what it exported from? Perhaps I can help you out. I should be able to reconvert it back into a solid, with my CAD program.

Worse comes to worse, it may be easier to just remodel it, depending on the part. Don’t worry, you’re not the first person that has encountered this.
