The pic really says it all. This part of the print has issues. Ran the model through Netfabb and it is ok. The rest of the print is fine. Other prints are fine.
FFCP, S3D, eSun PLA at 195, 2000mm/min.
Whats the width of part and your extrusion width? Whats the preview in you slicer look like

Preview looks fine. It also looks fine in Netfabb and it reports no errors.
The area in question is approximately 8mmX5mm. .4 nozzle and .4 extrusion width.
I had a similar thing happen last week. Turned out the filament on my spool was twisting. The accumulated twist ended up causing too much resistance in the bowden tube. I ended up unspooling the remainder (maybe fifty meters) and respooling.
