Ive bought and had assembled an Anet 3D printer, the filament is PLA 1.75mm, which is supposedly correct, at 190 degrees, with a 60 degree bed. However, the temperature does not reach past 160 degrees, even then it is not at a constant temperature. It seems that the fan is releasing hot and cold air. Any suggestions please? Thanks in Advance!!

A few suggestions if you haven’t tried them: 1. The extruder draws a lot of current so check your board connections. Rather than slide the multi-stranded wires in, (a few don’t make good contact) twist them tightly with your finger then apply solder so you have one solid lead. I found that as you tighten the screws on the post the surface mount part begins to twist. Hold it firmly as you tighten the screws. If it has already been twisted, also check the post to pcb connection. 2.Turn the fan off to see if it can reach temp, if so, check you location. Drafts or a cold room may be cooling the extruder/bed. For example, with ABS an enclosure is required to allow the bed to maintain heat around the object.
