Most of the time the CI of material used is defined by the printers settings and not recognized by 3D hubs quote. For example if I wanted to print a solid block the settings could vary alot but not actually need that space with material. it looks like the quote generator defines the model as a solid? Is there a way to define what setting you want your print set at? I think this could help alot of people get better quality products or what they are actually paying for.

What is most important to know here is that you are in complete control of your own prices. We merely calculate the material volume that the object would require to be printed (with 20% infill on an FDM printer and 100% infill on a non-FDM printer).
By multiplying the material volume in cubic centimeters times your material price and adding your startup costs, we show the estimated costs at your Hub. In the Part volume bar you can adjust the amount of material used and the price will be adjusted automatically 
We hope to have an advanced pricing system implemented soon enough as well, however for know I hope this answers your question
