Have anyone any idea why the walls look like they do?

Is it bad cooling, nozzle to close to or something else?

PLA, 0.4mm nozzel, Simplify3d, no headed bed.

What temps and speed, printer? This looks like under extrusion. Now why I am not sure. Could be printing to fast for the temp, partial clog, bad filament, filament size is wrong or really inconsistent.

I just noticed something. When I’m printing the temp is set to 210 degrees, but I can see in the print log that it has decreased to 184 degrees. Is that due to low power, I’ve got a 60W laptop adapter.

Might that cause the print to become poorly?
