When set to preheat PLA the nozzle will easily get up to correct temp, but when print starts with the cooling fan on the temp drops 50 c. I just assembled my printer last night.

This might be because the cooling fan is hitting the nozzle instead of the part directly below, causing it to cool down. I would recommend insulating the heater block (more), or alternatively, use a lower fan speed unless absolutely necessary for small areas (bridges, points, etc.)
