The part attached is designed to be used for experiments within a flow rate reactor. What is the best course of action for printing this type of design on a FDM delta printer?

Looks pretty easy actually. I would try it with the cone pointing down toward the bed and the center tube on the bed. I think the angle of the cone may not need support. You will need supports on the two tubes that do not reach the bed but that is minimal.

Divide the parts you want to get it print. With the help of division you will get different small parts of your complex design. After dividing it sort it out parts and take a print of it after that merge all small parts together to complete your actual model. May be it will take more time but this can surely help you out with the accuracy in the product.
